Blacklist Committee Meeting Chaired by the Minister of Transport and Public Works

The Blacklist Committee held a meeting today, chaired by the Minister of Transport and Public Works, Chairman of the Committee, Mohammed Qahim, to discuss a number of topics related to construction work and the performance of contracting offices and institutions.

The meeting reviewed the Prime Minister’s circular to all government agencies regarding the implementation of the Blacklist Regulations, as well as Republican Decree No. (27) of 1446 AH regarding defining the objectives, tasks, general responsibilities, and main organizational divisions of the Ministry of Transport and Public Works, and Article (3), Clause (9) of the Blacklist Committee.

The meeting discussed complaints submitted by some entities regarding the inclusion of some violating contracting offices and institutions on the Blacklist, and took appropriate action in this regard. The committees were appointed to review the technical specifications for the towers in the Capital Municipality and to prepare forms covering all technical aspects, especially concrete control work, in coordination with the ministry’s central laboratories and offices.

The committee emphasized the need to hold regular meetings every three months to discuss various aspects related to the Blacklist Committee and any new work, as well as to amend some articles in the regulations to suit the current situation.

The meeting also approved a circular to public works offices not to issue any licenses unless they are certified by classification for engineering offices.

During the meeting, the Minister of Transport and Public Works emphasized the need to activate the role of the Blacklist Committee in regulating and supervising general contracting offices, institutions, and companies, and to follow up on them on a timely basis to ensure that any problems or shortcomings in construction work, especially towers, are avoided.

He emphasized the importance of adhering to the building code and regulations governing work, including the Blacklist, and supporting workers in the contracting and supply sector to improve their performance.

Minister Qahim stressed the need for oversight to encompass all activities undertaken by various government agencies, to continue monitoring the compliance of contracting firms and institutions with the laws and regulations governing their work, and to blacklist violators. He noted that no outsider to the profession can be allowed to violate the regulations and tamper with the lives of citizens. He urged members of the Blacklist Committee to make any necessary amendments or additions to the regulations to keep pace with the requirements of the current phase.
