The Higher Merger Committee, headed by Al-Rahwi, approves draft regulations for several ministries

 

In its meeting today, chaired by Prime Minister and Committee Chairman Ahmed Ghaleb Al-Rahwi, the Higher Merger Committee approved draft regulations for the Ministries of Transport and Public Works, Foreign Affairs and Expatriates, Agriculture, Fisheries and Water Resources, and Education and Scientific Research.

The committee also approved the executive program for implementing subsequent procedures resulting from the merger process, including organizational and functional mergers, organizational structures, and the integration, harmonization, and unification of service manuals into a single center.

The program also includes the transfer of databases, assets, and technical equipment to the merged units. It also includes the transfer of accounts, trusts, and financial obligations to the merged units and the supervision of their registration and documentation. It also includes the transfer of documents, files, agreements, and state cases to ensure their preservation and follow-up. The Supreme Committee tasked the sectoral technical committees with implementing subsequent procedures resulting from the merger process immediately after the Cabinet approves the draft organizational regulations for the units included in the merger.

It emphasized the importance of preserving the acquired rights of employees and preventing any loss of personnel, assets, or documents, and ensuring their preservation.

The Prime Minister praised all the efforts made by the members of the Supreme Committee and the sectoral committees over the past months leading up to the approval of the draft organizational regulations, reiterating the importance of the results achieved in achieving institutional stability for the units included in the merger.

The Supreme Committee for Mergers listened to an explanation from the Minister of Civil Service and Administrative Development and Vice Chairman of the Supreme Committee, Dr. Khaled Al-Hawali, about the stages of preparing organizational structures and regulations, starting with analyzing the current status of the previous structures and regulations, through preparing draft organizational charts and discussing them with the relevant ministries, and then preparing detailed tasks and responsibilities for the sectors, general departments, and sub-supervisory departments. He explained that, in this context, the tasks of the typical technical support and assistance departments were prepared, leading to the final technical and objective review and presentation to the Higher Committee, in preparation for submission to the Cabinet for approval.
