A meeting chaired by Junaid and Maqbouly to discuss the follow-up mechanism of the first plan of the national vision

Today’s meeting in Sana’a, chaired by the two deputy prime ministers for national vision affairs, Mahmoud al-Junaid, and services and development affairs, Dr. Hussein Makbouli, discussed the mechanism of monitoring and evaluation to implement the first interim plan of the national vision in service ministries.

During the meeting, in the presence of the ministers of the local administration, Ali Al-Qaisi, technical education, Ghazi Ahmed Ali, Health Dr. Taha Al-Mutawakkil, Major General Zakariya Al-Shami, and Electricity Ateq Hussein Abbar and the state Dr. Hamid Al-Muzaji .. Review the role of the vision units in the ministries in submitting monthly and quarterly achievement reports according to the mechanism and models set by The Executive Office of the National Vision Department.

In the meeting attended by Deputy Minister of Education Dr. Hamdan Al-Shami and Deputy Head of the Executive Office of the National Vision Department Yahya Al-Mahqari, representatives of a number of ministries, heads of executive units of the vision in service ministries, and the Assistant Secretary-General of the Prime Minister Moeen Al-Shami .. Al-Junaid stressed that state institutions are facing a great challenge In the implementation of the first plan of the national vision.

He pointed out the importance of state institutions interacting with the contents of the first phased plan, activities and initiatives, and monitoring the implementation process with achievement reports through which to assess the level of performance of each party.

There are activities that were contained in the plan and do not need financial funds as much as they need will and successful management, the involvement of sectors in the implementation process, and the formation of work teams within ministries to achieve the required achievement,” said the Deputy Prime Minister for Vision Affairs and head of the Executive Office of the National Vision Department.

He added, “The ministries must implement everything mentioned in the first interim plan, and in case of stumbling and not implementing any initiative, there is a mechanism by referring to the executive office to post the activity or address the problems and obstacles.”

Al-Junaid pointed out that the stage requires everyone to work with a high task, and to fulfill the blood of martyrs and the great sacrifices he made and presented by the Yemeni people in the face of the forces of aggression to defend their pride, dignity and independence.

For his part, the Deputy Prime Minister for Services and Development affirmed that the follow-up and evaluation reports are from the administrative systems that model governments depend on to know the indicators of success and build successful policies.

Dr. Makbouli pointed out the directives of the President of the Supreme Political Council to the Salvation Government early this year to include ministries within the service, economic, security, and judicial sectors, to fulfill the requirements of the national vision and work with the executive office of the vision to implement what came in the first plan in accordance with the specific initiatives and activities of each ministry.

He stressed the importance of continuing and commitment to implement the activities and initiatives of the vision, and providing the Executive Office with performance reports in accordance with the approved forms away from the construction reports that ministries used to provide in the past.

The Deputy Prime Minister for Services and Development also stressed the importance of standardizing models in line with the activities and initiatives of the plan and the requirements for follow-up, monthly, quarterly and annual evaluation.

The Vice President of the Executive Office of the National Vision Department had talked about the process of allocating the required resources to the plan in accordance with internal, external, governmental and societal funding sources … indicating that the Executive Office and the Ministry of Finance had reached a resource allocation mechanism that would be presented to the government for approval.

Al-Mahkari said that the allocation mechanism took into account the criteria of justice according to the size of the activity and the initiative and its importance, the economic and social return, and the networking relationship with the sectors and other entities.

The specialists in the Executive Office of the National Vision presented a review of the follow-up and evaluation mechanism, which includes the types of follow-up and its stages, the follow-up and evaluation cycle, monthly and quarterly forms, the dates of submitting follow-up and evaluation reports, in addition to forms for evaluating the various projects, initiatives and activities.

In the meeting, extensive presentations and discussions were made by the attendees on the importance of follow-up in the implementation of the first phased plan of the national vision, and the approach taken by all institutions by adopting strategic planning and activating the process of institutional building and consolidating the rule of law.
