International Anti-Corruption Day 9 December

The Supreme National Authority for Combating Corruption  SNACC, in partnership with the parties to the National Integrity System, organized in Sana’a a celebration on the occasion of the International Anti-Corruption Day, which falls on the ninth of December of each year.

In the celebration, which was held under the slogan “Partners in the fight against corruption, partners in building the modern Yemeni state,” Dr. Muhammad Al-Ghashem, head of the commission, stressed the importance of reviving this day in order to raise awareness, sharpen motivation and unify the word against corruption, which wastes financial and human energies and is a very dangerous obstacle. In front of development efforts in various countries of the world.

He considered that the tasks entrusted to the authority and the supervisory system at this critical stage are enormous, because the need today, more than ever, for more partnership to eradicate corruption, eradicate it, dry up its sources, ward off its dangers and effects, prosecute its perpetrators, seize and recover funds and proceeds resulting from its practice.

Dr. Al-Ghashem said that this year’s celebration comes as the regulatory bodies and agencies, with the support of the President of the Supreme Political Council, were able to create a coordination mechanism to strengthen their partnership in efforts to combat corruption and to embody the principles of good governance, governance, transparency and integrity within the framework of the national vision to build the modern Yemeni state.

He stated that the commission, within the limits of its capabilities, carried out investigation and investigation procedures into a number of corruption crimes and referred some of them to the Public Funds Prosecution, preparing and launching its own code of conduct, in addition to preparing the necessary standards and standards for preparing functional codes of conduct and circulating them to state institutions in coordination with the Cabinet to prepare special codes In each agency in light of it, as well as reviewing and evaluating a number of legislations related to combating corruption.

He pointed out that the authority intends to prepare a draft of integrity standards for state institutions, explaining that during the year 2019 until December 8 this year, three thousand and 53 financial disclosures for those covered by the law, and 101 financial disclosures from the occupants of the positions of the higher executive authorities.

Al-Ghashem stressed the authority’s keenness to expand the horizon of partnership with a number of civil society organizations related to transparency, integrity and anti-corruption, and to activate its roles in the field of awareness, education, training, rehabilitation and capacity building, and it strived to strengthen the partnership with the parties of the National Integrity System.

He appreciated the Ministry of Transport’s initiative in real partnership with the authority and the efforts made to make the awareness, educational and training program a success for enhancing transparency and integrity, combating corruption and preventing it for the Ministry’s employees, institutions and bodies affiliated with it in the Capital Secretariat and Al Hudaydah Governorate.

Dr. Al-Ghashem announced the launch of the authority and its partners a number of programs, including awareness-raising and education on enhancing transparency and integrity among employees of the police department in Amanat Al-Asimah in coordination with the Ministry of Interior and the People’s Development and Social Foundation, and holding the first consultative meeting on strengthening the role of civil society organizations in fighting corruption in coordination with the Ministry of Affairs Social, Labor and People Foundation.

These programs also include the implementation of an awareness and educational program on strengthening the role of the faith identity in instilling the values ​​of integrity and transparency, combating corruption and preventing it in coordination with the Ministry of Endowments and Guidance, the Association of Yemeni Scholars and the Higher Institute for Guidance and Counseling, and an awareness and educational program on promoting the values ​​of integrity, transparency and accountability for those working on it in coordination with the Public Authority Zakat, and the project to enhance transparency and integrity and combat corruption and prevent it in coordination with the Yemeni Media Union.

In the ceremony, which was attended by Deputy Chairman of the Shura Council, Abdo Al-Jundi, Minister of Transport Zakaria Al-Shami, Communications Misfer Al-Numair, Higher Education Hussein Hazeb, a number of members of the Commission, the Parliament and the Shura Council, representatives of the ministries and bodies and relevant bodies, the speech of the House of Representatives delivered by a member of the Council, Dr. Abdul-Bari Daghish, clarified, The Council approved the United Nations Convention against Corruption, and the contents of the agreement were absorbed in the Anti-Corruption Law and the rest of the laws related to the National Integrity System.

He said that Parliament welcomes any draft amendments to laws related to combating corruption, and is ready to discuss and approve them as soon as possible, noting the importance of developing anti-corruption legislation and speeding up the work of the Legislative Development Committee.

He stressed that corruption in light of aggression and siege is the biggest crime and betrayal of the homeland, pointing to the corruption crimes committed in delivering aid to the poor and needy.

The speech of the Shura Council was delivered by a member of the Council, Chairman of the Finance Committee, Muhammad Al-Junaid, in which he explained that corruption is one of the most important crimes that undermine institutions, peace and community security, stressing that the crimes of the coalition of aggression and siege are among the biggest corruption crimes that the necessary measures must be taken against locally and internationally.

He referred to the major corruption crimes committed by the government of the mercenaries of aggression, such as seizing the public and oil resources of the state and others, and the transfer of the Central Bank from Sana’a, which caused cuts to the salaries of state employees, and the manipulation of the national currency, which led to the collapse of the riyal in the occupied areas and the consequent aggravation of suffering. Citizens in those areas.

In turn, the head of the Supreme Authority for Tenders and Auctions Supervision Eng.Abd al-Malik Al-Arashi stressed that the process of combating corruption is a key factor in bringing about political, economic, social and cultural changes, indicating that this process is no longer the responsibility of a party in itself, but rather a societal responsibility in which the efforts of all institutions must be combined And community groups.

He pointed out that any anti-corruption strategy cannot succeed without taking into account the reasons that led to this phenomenon and helped its growth and spread, which requires creating an environment and a system for integrity, transparency and accountability.

Al-Arashi praised the achievements of the Anti-Corruption Commission during the past period until it became a source of pride for Yemen in front of similar bodies in the countries of the region, calling for addressing the body’s conditions in a way that does not affect its performance and the completion of its tasks.

For his part, the Secretary of the Supreme Political Council, Acting Head of the Technical Unit for Follow-up and Evaluation at the Office of the Presidency of the Republic, Dr. Yasser Al-Houri, expressed hope for the speedy launch of the National Anti-Corruption Strategy in implementation of the national vision to build the modern Yemeni state.

He explained that the year 2020 witnessed many actions in the field of combating corruption that were monitored within the framework of the national vision and achieved good results, pointing out that in the 2021 plan, the regulatory system will have a large and prominent role.

Dr. Al-Houri pointed out that there was a delay in many activities related to the monitoring work as a result of the lack of financial funds, pointing out that the directions of the President of the Supreme Political Council to create a coordination mechanism between the parties to the regulatory system aimed at overcoming these problems, and for the system to play its role in combating corruption in both financial and administrative parts. .

The first public attorney, Judge Abbas al-Gharafi, affirmed that the judiciary is a fundamental pillar in the fight against corruption and an effective partner with the regulatory agencies in combating corruption and protecting public funds, pointing to the efforts of the Public Prosecution in the process of combating corruption despite all the obstacles facing it.

The speech of civil society organizations delivered by Mohamed Awad, representative of the People’s Social Foundation, emphasized the importance of effective partnership between the various parts of the national integrity system in order to raise awareness of the dangers of corruption and the importance of combating and preventing it.
