The Cabinet approves the spending plan for the fiscal year 2020

The Council of Ministers discussed in its regular meeting today, headed by the Chairman of the Council, Dr. Abdulaziz Saleh bin Habtoor, the progress of the activity of the Ministerial Committee for Epidemic Control in the face of the Corona pandemic, and approved the spending plan for the year 2020 AD.

The Council reviewed the report of the Chairman of the Committee, Deputy Prime Minister for Services and Development Dr. Hussein Makbouli, on the various processes related to dealing with the Corona virus at the level of the capital, Sana’a, and the governorates taken by the various ministries concerned, headed by the Ministry of Public Health and Population in its white army and its health institutions, as well as private health facilities Since the virus appeared in the middle of last Ramadan until the end of last week.

He emphasized the concerted efforts of everyone and with all responsibility to confront this epidemic in the various levels and available means to reduce its incidence, including continuing awareness of the basic methods of prevention and the importance of social divergence within this process other than adherence to cleanliness and continuous sterilization.

The Cabinet recorded its high appreciation for the ministerial committee and its activities for the past period, as well as the ministries of public health, population, information, interior, communications and information technology in addition to the bureaus of ministries and the joint operations room headed by the ministers and local authorities in the governorates, for their various field, logistical and awareness efforts in the face of this pandemic.

He pointed to the need for the committee and the various ministries and agencies to continue their national and humanitarian efforts to protect society from the evil of this epidemic.

The Council of Ministers approved the proposal of the Ministerial Committee regarding gradual procedures for normalizing public life, especially vital activities, and taking into account compliance with preventive health controls therein.

The Council directed the Ministry of Endowments and Guidance and the Land, Survey and Urban Planning Authority to allocate suitable spaces for basic public facilities, including allocating spaces for cemeteries within the new urban plans that were neglected in previous plans.

The Cabinet approved the spending plan for the state’s general budget, budgets of independent and attached units, and special funds for the fiscal year 2020 AD, submitted by Deputy Prime Minister for Economic Affairs and Minister of Finance Dr. Rashid Abu Lahm .. He directed it to be referred to the House of Representatives for discussion and completion of the necessary constitutional procedures for approval.

The plan takes into account the main priorities of continuing to withstand aggression and covering the inevitable operational expenses and fulfilling the employee benefits that can be met and strengthening services in the governorates to other basic services such as cleaning and supporting small projects within the framework of the available capabilities.

The Cabinet praised the efforts made by the Ministry of Finance and relevant ministries to prepare this plan, which comes in light of the economic and financial challenges that Yemen is going through as a result of the continued aggression, blockade and economic war.

The Council discussed the vision presented by the Minister of Higher Education and Scientific Research Hussein Hazeb regarding appropriate controls and procedures for completing university study and holding exams for the second semester of the academic year 2019-2020 in governmental and private higher education institutions, as well as arrangements for starting the educational process for the academic year 2020-2020.

The Cabinet approved, in the light of the discussion, the proposals contained in the vision, and authorized the Minister of Higher Education to take the necessary executive measures and inform the governmental and private higher education institutions regarding it to ensure that the exams are conducted and that students are not deprived of the second semester exams.

The Council heard a presentation from the Deputy Minister of Education, Dr. Hamdan Al-Shami, on the measures taken by the Ministry and the Supreme Committee for Examinations regarding the end of the current academic year and arrangements for preparing for the basic and secondary general exams exams as well as preventive precautionary measures that should be adhered to in conducting tests in a healthy environment that guarantees the safety Students and teachers.

Dr Al-Shami affirmed the ministry’s keenness to translate the directives of the Supreme Political Council and the National Salvation Government regarding conducting public examinations and ensuring that students are not deprived of this process as an inherent right to them in accordance with the new mechanism that relies on electronic correction.

The Cabinet affirmed its support for the various measures taken by the Ministry to end the school year 2019-2020.

He stressed the Ministry to take all preventive measures that guarantee the safety of male and female students, as well as teachers who will carry out the process of monitoring and supervising this process.

The Council praised the victories of the army, the people’s committees, and the free volunteers on the fronts to confront the Saudi-Emirati aggression and occupation.

He reaffirmed that the political council, the rescue government, and the free and righteous people of Yemen will remain in charge of assigning the fronts and their tough men to various factors of steadfastness and steadfastness.
