The governmental committee for conducting the national vision approves allocations for implementing the first plan initiatives

The supreme governmental committee for conducting the national vision approved in its meeting today, headed by Prime Minister Dr. Abdulaziz Saleh bin Habtoor, the financial allocations that guarantee the implementation of the initiatives and projects of the first phase plan of the vision and the criteria for allocating it.

The Committee stressed the importance of the Executive Office of the National Vision and the Ministry of Finance reviewing the costs of the activities mentioned in the first stage plan in accordance with the approved standards and the distribution of allocations in the general budget to finance the activities of the interim plan in accordance with the results of the audit in order to achieve fairness in the distribution of allocations and achieve efficient allocation of public expenditures.

The Committee stressed the quarterly evaluation of the implementation process at the various levels associated with the implementation of activities to enhance the chances of success and to avoid any deficiencies wherever they exist.

The committee had heard at its meeting that included representatives of the private sector to the presentation of the Deputy Prime Minister for National Vision and Deputy Chairman of the Higher Committee for the conduct of the vision, Mahmoud al-Junaid, on the last picture of the first interim plan of the national vision and its revision and draft resolution on the criteria for allocating allocations.

He indicated that the criteria for allocating for this stage are the degree of the importance of the activity in achieving the goals of the vision and the degree of urgency of the activity for the society and the size of its beneficiaries in addition to the social and economic returns of the activity as well as the sustainability that it will achieve and the ease of implementation.

Al-Junaid pointed out that these standards also include all self-financing projects for institutions, bodies, economic units, funds and entities with independent and supplementary budgets after conducting a review of the costs of activities by the Executive Office and the Ministry of Finance.

And that the draft resolution on the privatization process stipulated that consideration be given to prioritizing the allocation of operating expenses to scarce capabilities in line with the size of their activities and enabling them to implement their activities that were mentioned in the plan.

The Committee heard a brief presentation on the arrangements of the Executive Office for the second phase of the National Vision “2021-2025” and the proposed mechanism.

The committee affirmed that all parties allocate part of their operating expenses to the executive and sub-units at the minimum levels that enable them to fulfill their role in preparing the second interim plan.

The Supreme Committee approved the addition of the Minister of Justice to the membership of the Higher Governmental Committee.
