Civil Aviation Authority .. achievements to keep pace with developments

The General Authority of Civil Aviation and Meteorology has rushed to implement the financial and administrative reforms accompanying recent developments since the announcement of the 2019-2020 progress plan emanating from the national vision for building the modern Yemeni state.

The authority began early in preparing initiatives, plans and projects in its various sectors, in a way that contributes to enhancing air navigation services at the local, regional and international levels.

According to the annual report for the year 2019 (Saba) received a copy of it, the authority focused on the organizational and operational aspects that are the most important activities and programs to provide services in accordance with international standards and standards emanating from the International Civil Aviation Organization (ICAO).

The report indicated that the authority concerned with institutional building through restoring the infrastructure destroyed by the aggression aviation over the past five years, in addition to adopting the project of institutional capacity building and restructuring and approval of the quality system program for the aviation safety and security sector and its qualification to obtain the ISO certificate as well as the adoption of organizational structures and regulations The Air Navigation Sector and the General Administration for the Investigation of Aviation Accidents and Incidents and the General Department of Internal Auditing.

The report pointed out that the authority’s programs and plans and sectors in the first interim plan for the national vision included developing and improving air navigation services and promoting the preservation of Yemen’s airspace and its re-planning on economic bases in line with the international plan of air navigation.

The interim plan also included the rehabilitation of the infrastructure of the Republic’s airports in order to achieve international levels of operation, development and modernization of Sana’a International Airport in addition to strengthening and keeping abreast of the standards and requirements of the International Civil Aviation Organization “aviation safety and airport security” and the development of the meteorological sector and its services in line with the requirements of the International Civil Aviation Organization and the World Meteorological Organization Air.

The plan also included the construction of a building and an early warning system in the meteorology sector and the development of the authority in line with international and regional developments and developments, the development of the Civil Aviation and Meteorological Institute and its rehabilitation into a regional civil aviation academy, the development of the performance of receiving complaints, the preparation of the meteorological law and the updating of the emergency plan for Sana’a International Airport in accordance with recommendations and organized documents ICAO and the completion of 60 percent of the safety sector qualification to obtain ISO 9001 certification.

With regard to the main activities of the authority, the report stated that it includes the civil aviation safety and security sector and the accomplishments that it carried out last year, which are updating, amending and adopting the Procedures Manual (ASPM-ASFM) and preparing the supervision and observation program for authorized air testers and implementing one task of this program on the UPRT system.

Emphasis was placed on training international experts in the ICAO global aviation safety oversight approach (aviation validity) approach, answering the 66.3% POs required by ICAO and implementing 26 SMS courses for 562 trainees.

The authority approved the issuance and updating of a number of procedures related to the civil aviation safety and security sector, in a manner that contributes to keeping abreast with recent developments that increase aviation safety and security.

The main activities focused on developing and updating a number of procedures of importance in air navigation, including updating the operational manual for air navigation, preparing lists of dealing with all known emergency situations at all stages of aviation and implementing specific training in air navigation specialties.

25 air traffic controllers were trained on how to laterally separate the planes using GNSS satellites, solve the problem of stopping the V-SAT satellite linkage system, and maintain and repair the high-frequency navigation station to continue providing air navigation services for transit traffic over the high seas as well as introducing modern units A sophisticated navigation system serving to support digital rather than traditional technology.

The Authority’s annual report touched on the performance of the international airports in the Republic, including the airports of Sayyun and Aden, who are under the control of the Saudi-Emirati occupation, and Sana’a International Airport, which has been suffering from closures for more than five years by the countries of the aggression coalition.

The report stated that Sana’a Airport has become designated to receive United Nations aircraft and international and humanitarian organizations operating in Yemen and a limited number of cargo planes, despite the operational and technical readiness of the airport to receive all civil flights and with the testimony of international technical experts, United Nations aircraft crews, international organizations and cargo planes of various sizes that reach the airport.

Regarding the air transport and its accomplishments during the past year, the report indicated that 18 aviation services agents were approved by the authority inside and outside Yemen, preparing a guide for violations of civil aviation regulations and penalties, a directory of bilateral agreements and international treaties, in addition to the national program for facilities, air cargo regulations, and a guide on Yemeni airports and the most important airports in the world.

According to the report, the Authority supported the meteorology sector by rehabilitating six monitoring stations in Hajjah, Al Mahwit, Dhamar, Ibb, Amran and Al Saddah, to make the number of monitoring stations 12 stations distributed throughout the various governorates of the Republic, along with marine stations that operate around the clock to monitor all kinds of weather, sea and land climate changes through which they are issued Surface weather forecasts, which during the past year numbered 54,000, in addition to 17,292 Sinop bulletins represented in the Special Weather Forecast for Airports.

Several sides benefited from climate information from the meteorological sector, including the government sector by 36 percent, the private sector by 23 percent and universities and research centers by 41 percent.

The report dealt with the supportive activities provided by the authority to its employees and their families in the field of medical care, as more than 21,000 beneficiaries benefited from them, and the field of training and rehabilitation, as a number of courses were implemented in the financial, administrative and technical fields, benefiting two thousand and 605 trainees.

The report reviewed the technical support provided by the authority during the past year, which is the readiness of vehicles and mechanisms to maintain five service cars and nine firefighting and rescue vehicles at Sanaa International Airport, manufacturing local parts, preparing an operational manual for airport firefighting, implementing mechanisms to protect land and airports, and preparing an integrated technical report to meet requirements ICAO for Sanaa International Airport, as well as preparing an integrated matrix of damages and losses for airports affected by the aggression raids.

In the installations and projects sector, the authority implemented during the past year a project to rehabilitate the water network and maintenance of the protocol building and a project to rehabilitate the electricity of the passenger terminal at Sanaa International Airport and the restoration of the buildings of the Institute of Civil Aviation and Meteorology in addition to building an additional role in the building of the safety and airports sectors and design and implementation of a training laboratory to lighting the aviation field in Aviation Institute.

In the field of information technology, the authority developed the air transport system, automated the general administration for administrative affairs, the authority’s security management, developed the aviation security system, set up an asset system, and established an electronic equipment maintenance workshop.

With regard to the media field, the authority produced documentary films on its most important activities, programs and flashes on the damages and losses suffered by the civil aviation sector as a result of targeting the aggression and human suffering resulting from the continued closure of Sana’a International Airport.

In this regard, Minister of Transport Zakaria Al-Shami stressed that the activity of civil aviation and meteorology is a strategic and vital importance for any country that takes into account real economic development, noting that the authority has proven successful in carrying out its tasks and goals specified in the civil aviation law and the decision to establish it.

He said, “We are all working to achieve the goals of the authority and develop its activities in a way that contributes to overcoming the effects of the brutal aggression that systematically targeted civil aviation infrastructure, meteorology and civil aviation activity in Yemen.”

Meanwhile, the Chairman of the General Aviation Authority, Dr. Mohamed Abdel-Rahman Abdel-Qader, explained that the Authority continued its efforts to ensure the continuity of its work and the implementation of its tasks and responsibilities and to raise the level of services provided and the advancement of the civil aviation and meteorology sector and bringing it to the best levels in terms of professional competence standards, services and civil aviation safety.

The General Aviation Authority is considered a sovereign government agency as it is empowered and responsible for all civil aviation activities and it is their responsibility to implement all the rules and recommendations issued by the International Civil Aviation Organization ICAO and the World Meteorological Organization WMO, in addition to the international obligations contained in the agreements and protocols related to civil aviation business Meteorology, foremost of which is the International Civil Aviation Convention, Chicago 1944, and its annexes.
