Parliament listens to Salvation Govt’ s financial statement

The Parliament listened, in its session on Sunday chaired by Speaker Yahya al-Ra’i, to the financial statement submitted by the National Salvation Government on the state’s draft general budget plan for the fiscal year 2020..

The Deputy Prime Minister for Economic Affairs pointed out the implementation of the steadfastness and economic recovery stage in light of the launch of the national economic and executive programs that will be a turning point, stage title and work hub.

He stressed that the draft statement included a diagnosis of the current financial situation and its expectations for the coming period and the requirements to achieve this, and then work to enhance the available resources through clear visions and policies to define urgent spending priorities for these resources according to areas of spending in the government’s priorities as well as work to strengthen oversight of public resources and their spending.

Dr. Abu Lahem pointed out that, despite the challenges and difficulties facing Yemen as a result of the continued aggression and the blockade since March 2015, and the economic war that accompanied it with the aim of narrowing the economic and financial screws and looting the remaining minor revenue sources by the Far Hadi government, the Salvation government did not hesitate. From working as a front on the one hand to stand steadfastly and to confront aggression and the blockade.

The financial statement indicated that the success of the stage requires all state institutions to build bridges of cooperation with all popular and official bodies and national scientific elites, as well as to provide a climate that helps to establish a new structure in work and economic performance that is biased to the poor and realizes independence and dignity whose chapters outline the sacrifices of martyrs and the steadfastness of the Yemeni people .

The Deputy Prime Minister stressed the importance of joining everyone’s efforts to overcome the existing challenges … pointing to the most important economic indicators that the spending plan of the state’s general budget aims for the fiscal year 2020, explaining the most important foundations and foundations that were taken into account when preparing estimates.

The statement included the macroeconomic indicators supported by charts, ratios and numbers, in addition to indicators of the increase in the proportion of the population below the poverty line.

The statement also included financial developments during the year 2019 in comparison to the year 2018 AD and the total public financial revenues for each entity separately, as well as the total public expenditures, deficits and sources of financing, in addition to the most important general determinants, goals and spending priorities, as well as independent and attached budgets and special funds in terms of resources and expenditures.

For their part, members of the House of Representatives expressed thanks to the rescue government for submitting the spending plan for this year, even if it did not come at the specified date .. Stressing the importance of integrating performance between the state’s legislative and executive authorities to find exits and solutions to many problems.

In their discussions, they pointed out that the spending plan for this year is similar to previous plans and did not address the issue of paying the salaries of all state employees, civil and military, nor did it include the treatments required to alleviate poverty and unemployment, which doubled with the interruption of salaries and continued aggression and the blockade for more than five years.

The Council approved the referral of the statement submitted by the government to a special committee composed of the Finance Committee, the heads and rapporteurs of the permanent committees and heads of parliamentary blocs headed by the Vice-President of the Council for his study with representatives of the government side consisting of the Deputy Prime Minister for Economic Affairs and the Minister of Planning and Ministers of Planning and Local Administration and Oil and Minerals and the State for Parliamentary Affairs The Shura Council, the Civil Service, Industry, and Trade, in addition to the Undersecretary of the Budget Sector at the Ministry of Finance, the Undersecretary of the Economic Units Sector at the Ministry, the heads of the Customs and Tax Department and the Assistant Undersecretary of the Budget Sector at the Ministry of Finance.

The House of Representatives had stopped a minute of mourning during which the Al-Fatihah was read on the soul of the deceased Abu Bakr Ahmed Baabad, member of the House of Representatives for the 148th district of Hadramout, who passed away yesterday after a life full of giving in performing his duties and legislative and oversight functions.

He stressed that his departure is like a loss for the parliament and the homeland in general .. He asked God Almighty that the deceased should be buried with mercy and forgiveness and inspire his family and loved ones patience and solace.

The Council had started its session by reading and approving its previous minutes, and it will continue to hold its business sessions tomorrow, Monday, God willing.

The session was attended by Fuad Al-Kamim, Undersecretary of the Ministry of Finance for the Budget Sector, Deputy Minister for the Budget Sector at the Ministry, Ali Al-Shamahi, and a number of specialists in the relevant authorities.
