The Council of Ministers approves a number of economic recovery projects and praises the process of compact construction

The Council of Ministers saluted the heroes of the army, the people’s committees, and the volunteers for the successive large victories, sacrifices and legendary championships they have been making over five years in the face of the Saudi-Emirati aggression alliance and its mercenaries.

The Council of Ministers praised during its regular meeting today chaired by the Chairman of the Council, Dr. Abdulaziz Saleh bin Habtoor, the victories achieved by the Bunyan Al-Marsous process that reflected the operational and combat tactics of Yemen’s heroes, leaders and fighters, and the great military gains that resulted from it.

The Council directed blessings to the Leader of the Revolution, Mr. Abdulmalik Badr al-Din al-Houthi, Chairman of the Supreme Political Council, Brother Mahdi al-Mashat, members of the Council and the people of the Yemeni people, over the brilliant victory that the Knights of Yemen achieved in the structure of the compact, which embodied the violence of the Yemeni person who loves his country and who believed in the justice of his cause and who washed away the hopes and stakes of the aggression. And his losing mercenaries in the Nile from the security, safety and stability of the capital, Sanaa.

He pointed out that the Al-Bunyan Al-Marsous operation provided a bright and honorable model for national cohesion between the heroes of the army and security, the popular committees and the people of the regions that witnessed the confrontations who were fed up with the mercenaries and their actions.

The Council condemned the use of mercenaries for children in this and other battles and the exploitation of the difficult living conditions in which they live and thrown them into the battlefield. Directing the Ministry of Social Affairs in coordination with the National Committee for Prisoners’ Affairs and relevant international organizations to work for the rehabilitation of children who were captured and reintegrated into society. Stressing that the aggression and its mercenaries bear criminal and moral responsibility for recruiting children, plunging them into battles, and their guilty exploitation of the conditions of their families.

The Council reaffirmed the positions of the revolutionary and political leadership in the capital, Sanaa, regarding the peace process and the great concessions it made in order to achieve honorable and just peace for the Yemeni people and the injection of Yemeni blood that has been shed for five years as a result of the aggression and the siege … pointing out that the responsible concern towards the success of the peace efforts The leadership of the UN envoy to Yemen Martin Griffiths is matched by the full readiness of the Yemeni people to continue the military battle and defend themselves and their homeland as a legitimate right guaranteed by the heavenly and earthly laws.

The Council of Ministers called for an alliance of aggression and its mercenaries to submit to the voice of reason and wisdom and to stop their approach and hostilities against the Yemeni people, which the five years proved to be a fiasco in its supplication.

The Council called on their deceived people from the governorates of Marib, Al-Jawf and Shabwa to return to the homeland, which undoubtedly accommodates all of its children and welcomes every return to it .. Stressing that the time has come to return, especially as the truth about the aggression and its ambitions and sordid plots against Yemen, the land and the person, have been revealed .. pointing Until everyone is concerned with protecting the homeland, stopping the Yemeni bloodshed, and close ranks to confront the real enemy that has been stalking Yemen for more than eighty years, and resorted to all means to humiliate Yemen and its people and prevent any national project in Yemen.

The Council had listened to the presentation of Deputy Prime Minister for Security and Defense Affairs, Staff Maj. Gen. Jalal al-Ruwaishan, on various operational, tactical and combat aspects related to the lead statement process and significant material and moral gains for the Yemeni people including the liberated area and the size and quality of the military equipment seized with the help of God first, the bravery and courage of the army heroes, the people’s committees, and the volunteers, and helping the sons of the liberated areas during this specific battle.

In its periodic meeting, the Council approved the projects submitted by the Minister of Finance Sharaf Al-Din Al-Kahlani, in the context of the Ministry of Finance’s implementation of the directives of the President of the Supreme Political Council, Brother Mahdi Al-Mashat, to the government during the inauguration of the executive program for economic recovery on January 5, 2020 in the framework of the executive steps of the national vision to build the modern Yemeni state in Its first stage.

Projects submitted by the ministry include a number of amendments required by tax and customs laws regarding tax and customs exemptions for some categories of income and goods taxpayers, specifically exempting small taxpayers as well as small and small projects from all types of taxes, as well as exempting pharmaceutical production inputs from all types of fees, as well as exempting inputs and investments Renewable energy from all fees contributes to supporting and reducing the cost of production for farmers and owners of various projects throughout the Republic (customs and tax exemption for cars and equipment powered by solar and electric).

Approved measures include a comprehensive matrix of draft tax and customs amendments laws that include amendments to both Law No. (17) for the year 2010 AD regarding income tax and the General Sales Tax Law No. (19) for the year 2001 AD and its amendments and Customs Law No. 14 of 1990 and its amendments and Customs Tariff Law No. (41) ) For the year 2005 AD and its amendments and the Income Tax Law No. (17) for the year 2010 AD.

The Council directed the Minister of Finance in coordination with the Ministers of Parliament and Shura Council Affairs and Legal Affairs to follow up on the completion of the legal and constitutional procedures necessary for issuing these projects, praising the efforts made by the Ministry of Finance and the technical committee formed by the various ministries and relevant authorities and relevant in the process of reviewing and preparing draft amendments during a record period .

The Council approved the memorandum of the Minister of Justice, Judge Dr. Muhammad al-Dailami, regarding the amendment of Articles (28, 46) of Law No. (34) of 2008 regarding the Higher Judicial Institute to develop and strengthen the Institute’s role in keeping pace with the needs of the Public Prosecution from the judicial staff that meets the need for work.

The Council affirmed the Minister of Justice to coordinate with the Ministers of Parliamentary and Shura Council Affairs and Legal Affairs to follow up on the completion of the necessary legal and constitutional procedures.

In the light of the guidance of the member of the Supreme Political Council, Muhammad Ali Al-Houthi, regarding the follow-up of the conditions of Yemeni students in the friendly People’s Republic of China, the council formed a ministerial committee from the Ministry of Foreign Affairs, Transport, Higher Education, Scientific Research, Public Health and Population, to follow up and work in various ways to evacuate students from China with their families to the homeland in coordination with The United Nations and Chinese friends.

The Council also reviewed the draft resolution submitted by the Minister of Local Administration Ali Al-Qaisi regarding the activation of the General Establishment for Slaughterhouses and Meat Markets as an institution financially and administratively independent according to Republican Decision No. (53) of 1993.

And in light of his briefing, the council formed a ministerial committee headed by the Minister of Local Administration and the membership of each of the ministers of finance, civil service, insurance, public works, roads, legal affairs and the slaughterhouse institution, to study the project from various institutional aspects and submit the results to the council for discussion and adoption of the necessary procedures.
