The President of the Political Council issues a decision to establish the Humanitarian Operations Coordination Center (HOCC).

 

Decision No. (95) of the year 1445 AH was issued by the President of the Supreme Political Council establishing the Humanitarian Operations Coordination Center (HOCC).

The decision included four articles. The first article stipulated the establishment of a center called the Humanitarian Operations Coordination Center (HOCC), affiliated with the Office of the Supreme Commander of the Armed Forces, subject to his supervision, and enjoying legal personality, with its main center in the capital, Sana’a.

The second article stipulates that “the Center contributes to mitigating the humanitarian effects and repercussions (on civilians and civilian objects) in the theater of military operations (land, sea and air) through adherence to Islamic teachings and compliance with international humanitarian law and other relevant international laws and conventions in a manner that does not conflict with the interests of the Republic.” Yemen or harm it.”

Article Three stipulates that in order to carry out its tasks:
A- Communication and coordination internally and externally with all parties, governmental and non-governmental agencies and relevant international organizations.

B- Including representatives from the relevant competent authorities as needed.

Article Four stipulates that this decision shall be effective from the date of its issuance and shall be published in the Official Gazette.
